John Bernkopf Frank (born 1956) is Vice Chairman of Oaktree Capital Management, L.P., a global investment management firm specializing in alternative investments with approximately $193 billion in assets under management as of mid-2024. He has served as a member of Oaktree's senior management for over 20 years, working closely with co-founders Howard Marks and Bruce Karsh. Frank joined Oaktree in July 2001 as General Counsel, was named Managing Principal in early 2006 (a role he held for approximately nine years and in which he served as the firm's principal executive officer responsible for all aspects of the firm's management), and became Vice Chairman in 2014, shifting his focus to developing relationships with Oaktree's investors and business partners. He has been a Director of Oaktree since May 2007 and is one of four members of the firm's Executive Committee. He currently also serves as Vice Chairman and Director of Brookfield Oaktree Holdings, LLC (formerly Oaktree Capital Group, LLC). In his current role, Frank is based at Oaktree's headquarters at 333 South Grand Avenue, Los Angeles, California.
Prior to joining Oaktree, Frank was a partner at the Los Angeles law firm of Munger, Tolles & Olson LLP from 1984, where his practice focused on mergers and acquisitions and general corporate counseling. He managed a number of notable M&A transactions, served as primary outside counsel to public and privately held corporations, acted as special counsel to various boards of directors and special board committees, and was responsible for the firm's financial affairs. While in private practice, he was listed in Woodward & White's Best Lawyers in America. Before joining Munger Tolles, he served as a law clerk to the Honorable Frank M. Coffin of the United States Court of Appeals for the First Circuit from 1983 to 1984. Prior to attending law school, he served as a Legislative Assistant to the Honorable Robert F. Drinan, a member of Congress. Frank led the transition of Oaktree from a closely held private partnership to a broadly held public company, more than tripling assets under management while negotiating and overseeing the integration of multiple acquisitions and navigating a materially more rigorous regulatory and business environment.
In the SPAC arena, Frank has served as Chairman and director of Oaktree Acquisition Corp. III Life Sciences since July 2024. The SPAC priced its IPO on October 23, 2024, raising $175 million through 17.5 million units at $10.00 each on NASDAQ under the symbol OACCU, targeting North American, British, or European companies in biopharmaceuticals, medical devices, diagnostics, and specialized healthcare services with enterprise values of approximately $500 million to $1.5 billion. Frank previously served in a similar chairman role on the boards of Oaktree Acquisition Corp. I and Oaktree Acquisition Corp. II until their respective business combinations with Hims & Hers Health, Inc. (NYSE: HIMS) and Alvotech Holdings S.A. (NASDAQ: ALVO), giving Oaktree a notable SPAC track record in the healthcare space. He also served as Chairman of Oaktree Acquisition Corp. II and was a ten percent owner of Oaktree Capital Group Holdings GP.
Beyond his Oaktree and SPAC roles, Frank has served on the Board of Directors of Chevron Corporation since November 2017, where he chairs the Audit Committee and is designated an audit committee financial expert. He has served as Chairman of the Board of Oaktree Specialty Lending Corporation since October 2017 and is Chair of the Board of Duration Capital Partners, an investment firm specializing in transportation infrastructure that spun out from Oaktree in 2024. He is also a Director of Daily Journal Corporation. His prior public company directorship includes Brookfield Oaktree Holdings, LLC.
