Joseph McMonigle is a leading global authority on energy, international business, and geopolitics, currently serving as President and CEO of the Global Center for Energy Analysis (GCEA), an independent organization providing original research and analysis on global energy markets and issues. He is also Chairman and CEO of Alula Advisors, a management consulting firm headquartered in Riyadh, Saudi Arabia, and a Distinguished Visiting Fellow at Columbia University's Center on Global Energy Policy. McMonigle resides in both Riyadh, Saudi Arabia, and Washington, D.C. In his capacity as a recognized energy thought leader, he is a frequent keynote speaker and moderator at major international energy conferences and ministerial meetings, and serves as a commentator for outlets including BBC, Bloomberg, CNBC, CNN, the Financial Times, Reuters, and the Wall Street Journal. He is represented for public speaking by the Harry Walker Agency and has spoken at prestigious forums including the Milken Institute, CERAWeek, the Future Investment Initiative, the World Economic Forum, ADIPEC, Gastech, and the Singapore International Energy Week, among others.
McMonigle most recently served as the fifth Secretary General of the International Energy Forum (IEF), the largest international organization of energy ministers, representing 72 producing and consuming countries and 90 percent of the global energy market, headquartered in the Diplomatic Quarter of Riyadh. His term officially began on July 1, 2020, and during his tenure he is credited with raising the IEF's visibility on the global stage and promoting more pragmatic discussions about energy security, access, affordability in the Global South, climate progress, and energy transitions. He advised world leaders and energy ministers on managing severe shocks to the energy system. Prior to his appointment as Secretary General, McMonigle was the co-founder and President of The Abraham Group, a Washington, D.C.-based consulting firm, and he also served as a senior energy analyst for Hedgeye Risk Management in Stamford, Connecticut. He took leave from The Abraham Group upon assuming his IEF role.
In the public sector, McMonigle served as Chief of Staff at the U.S. Department of Energy from 2001 to 2005 during the George W. Bush administration, helping manage a cabinet-level agency with a $23 billion budget and over 100,000 employees. During this period, he concurrently served as Vice Chairman and U.S. Representative to the Paris-based International Energy Agency (IEA) Board of Governors from 2003 to 2005, and as the American co-chair of the U.S.-China Energy Cooperation Working Group, leading DOE's bilateral engagement with China. Before joining the Bush administration, McMonigle served as administrative assistant, general counsel, and communications director to a United States Senator. He is an attorney licensed in the District of Columbia and Pennsylvania, a member of the Energy Bar Association, and a member of the National Press Club. He brings over 20 years of experience working on energy issues across both the public and private sectors.
In the SPAC arena, McMonigle serves as an independent director and Chief Strategist of Samos Energy Acquisition Corp (NYSE: SAMO), a special purpose acquisition company that completed a $200 million IPO in July 2026, with units trading under the symbol SAMO.U. Samos Energy is described as a special situations investor in traditional energy assets pursuing asset acquisitions, supported by approximately 30 energy and financial partners. The SPAC aims to combine with a target company that has significant international energy assets that are operational and cash generative. McMonigle was appointed to the Board of Directors effective July 10, 2026, and was determined to be an independent director under NYSE listing standards.
